Is it Arwen or Elrond who says that in ROTK?

I can't recall the full quote, but wasn't that Beregond talking about Denethor (when Gandalf's talking to Faramir in the courtyard)?
I only know who Beregond is in ROTK because I love him. So I went ahead and found out who the actor who plays him is. I hope they put more of him in the EE. Anyway, he's blond (why they made him blond is beyond me), and he shows up a few times. On the walltop, in the courtyard, when Denethor is ranting about Faramir being dead. Am I right?

Yes, sneaky quote. Wicked! Tricksy! False! Leo is our winner! *hands Leowen copy of ROTK:EE* Don't ask me where I got it...... ;D
The second answer was the one I was looking for, by the way. Frodo seems to be glad more than is natural in a Ringbearer.
